Steve is a Co-founder of Precinct Land Consultants and brings 20 years Land development experience from Regional Victoria, Metropolitan Melbourne & Regional New South Wales.

Steve’s skills are in Feasibilities, Earthworks Modelling and Optmisation, Residential and Industrial Subdivision, Road & Drainage, and has completed the Water Authority Design Assurance Scheme for Sewer and Water.

Steve has delivered projects from 20 lots to 2000 lots working with Developers in Joint Ventures to Listed Companies and understands that each developer has different needs.

Steve has delivered Signalised VicRoads Intersections, Melbourne Water Wetlands, Local Council Road Reconstructions, even training tracks for Horse Trainers and Wetlands for Golf Courses and specialises in Medium Density Developments.

Steve has Developed QA systems for several businesses and offers that expertise and advice to businesses outside of Land Development, the experience gained by learning from other businesses is very valuable.

Steve has extensive experience with sloping sites and determining best approaches for earthworks and retaining walls, and believes working closely with the Estate Agents early on in the project delivers the best outcomes.

Quok is a Co-founder of Precinct Land Consultants and qualified Principal Consultant with over 16 years of experience in the Land Development industry. Beginning as a design engineer for residential and commercial developments, Quok was tasked with designing critical services i.e. Road, Drainage, Sewer, Water for boutique developments, before moving into larger scale residential developments.

He then broadened his experience by developing services in the stormwater industry, modelling urban flood / stormwater events and designing urban environmental assets like wetlands and raingardens, creating liveable communities that benefit both the urban and natural environments.

Quok also offers services in Project Management of Residential Subdivision with his background in urban stormwater strategies. With his strong focus on integrating built form with the natural environment, Quok liaises with both Regional and Local Authorities, such as Melbourne Water and Councils, along with other consultants to ensure a holistic outcome that benefits the future community and the local flora and fauna, while meeting his client’s objectives.

Tim Chamberlain

Finance Director

Tim is a Co-Founder and Finance Director of Precinct Land Consulting. Tim began his career as an accountant in a public practice firm. After becoming a chartered accountant by successfully completing the Professional Year program, Tim moved on to utilise his skills in many diverse accounting and finance roles with multi-national companies including Microsoft, Boeing, Tabcorp, Cadbury Schweppes, Gillette and Incitec Pivot, both here in Australia and in the United Kingdom and Ireland.

At Precinct Land Consultants, Tim is responsible for Precinct’s financial management and has a strong background in ensuring systems and policies evolve to maintain a high level of service to our development partners. Tim has experience on both sides of the fence in Land Development and has a good understanding of capital raising for our developer partners.

Richard Pearce

Construction Manager

Richard’s professional career in Civil Engineering / Land Development has been in private practice over a 20 year+ period. Richard achieved Chartered Status with Engineers Australia and is Registered on the National Engineers Register.

During this time he has gained extensive Land Development Civil Engineering knowledge & experience in Project Investigations/ Feasibilities, Project Management, Detailed Design, Contract Admin, Construction Supervision & Client/ Authority liaison.

Richard has been involved in the Planning, Design and Contract Management of numerous Greenfield Land Development projects, and also in Medium Density/ Retirement Village Developments, predominantly in the Melbourne area.

Richard has developed good relationships with Service Authorities and Council which aids with the development of Feasibility Studies and Development Costings and has valuable experience in bringing developer groups together to deliver major infrastructure for Development Areas.

Richard works with Clients from the Inception and Due Dilligence phase, through to Construction, where his experience comes to the fore in driving a project to completion, with efficient considered Project Management.
